The album was recorded at The Blasting Room in Fort Collins, Colorado with producer Bill Stevenson. It was the band's first album released on Fat Wreck Chords. The Terror State features guest appearances by members of Rise Against, No Use for a Name and The Bouncing Souls. The album's title track was released as a single.
